Ebrahim-Khalil Hassen is a Senior Researcher at the Inclusive Economies Programme, Gauteng City-Region Observatory (GCRO), where he is part of a team working on understanding the impact of current policies aimed at economic inclusion, and in developing policy options. He has worked in diverse areas including social security, small business development, and urban renewal. The underlying theme of his work is the search for policy options that address structural inequalities in South Africa. His work in public procurement is concerned with the intersections of ethical government, economic inclusion of small businesses and sustainability issues. In doing this he leads work on theoretical aspects and on prototyping processes that enable inclusive and transparent procurement. His work in this area builds on his experiences in public expenditure research and advocacy.
