Guilherme Almeida is the Program Director of the Secretariat for State Transformation at the Ministry of Management and Innovation in Public Services, acting as a focal point for DPI-related initiatives. He holds a law degree from the University of São Paulo and a master’s in public administration from Columbia University. A tenured federal civil servant, professor, and researcher, his work focuses on public sector innovation, strategic management, and public policy.

He has served in various public sector roles, including at the Brazilian Presidency’s Strategic Affairs Unit, the Ministry of Justice, and the National School of Public Administration (ENAP). He led initiatives like the Brazilian Internet Bill of Rights, the Brazilian Data Protection Law, GNova - Government Innovation Lab, and an open innovation platform for the public sector. He also worked at EMBRAPII, designing R&D support strategies for the industrial sector.
