Second Generation Internet Universality Indicators for Human-Centered Digital Governance

In light of the ongoing revision process of the Internet Universality ROAM-X Indicators (IUI), currently underway by UNESCO, this session aims to trigger discussions concerning the update of the IUIs to ensure their continued relevance and value, efficient application and usefulness as a means of assessing digital governance at a national level.
UNESCO developed the Internet Universality ROAM-X Indicators (IUI) framework through a global and multi-stakeholder process spanning three years. In 2015, the General Conference, UNESCO’s governing body, endorsed the Internet Universality concept with its four cross-cutting R.O.A.M principles -- Human Rights, Openness, Accessibility, and a Multi-stakeholder approach. Today, the ROAM-X framework is a set of 303 indicators, including X-cutting subjects such as gender equality, security, and sustainable development, implemented in 40 countries.
Recognizing the dynamic nature of the digital landscape and drawing from insights gained during implementation, UNESCO, in collaboration with Cetic.br/NIC.br, embarked on a revision process since 2023. This process has involved consultations with researchers, the establishment of a Steering Committee, and consultations with key stakeholders in international fora. Consequently, this session seeks to shed light on this process, elucidating the key issues it seeks to address, the implications for digital governance assessment, and the anticipated outcomes.

Objectives for the participants

  • Highlight how comprehensive assessments of the national digital environment through the ROAM-X principles can facilitate evidence-based policymaking processes, fostering critical policy discussions, and shaping recommendations for policy improvement to advance Internet governance and digital transformation, particularly in countries of the Global South.
  • Delve into the current and potential new themes of the Internet Universality Indicators to more effectively address contemporary challenges in Internet governance. Collect input from stakeholders from around the world for the revised IUI Framework.
  • Encourage stakeholders to adopt and implement the Internet Universality Indicators for enhanced assessment of the national Internet environment, thereby increasing the likelihood of success in digital governance and digital transformation initiatives at the national level.
